Port Hercule in Monaco represents the apex of Mediterranean luxury yachting. However, due to its dense concentration of gigayachts, strict Monegasque environmental regulations, and busy commercial helicopter and tender corridors, accessing and docking inside Port Hercule requires rigorous adherence to statutory protocols.

1. Initial Inbound Radio Protocols (VHF Channel 12)

All vessels exceeding 15 meters in length overall (LOA) must establish radio contact with Monaco Port Control on VHF Channel 12 at least 2 nautical miles prior to reaching the entrance defined by the breakwater light beacon (Fl(3) G 12s & Fl(3) R 12s).

Official Port Control Reporting Requirements:
  • Vessel Name, Call Sign & MMSI
  • Current Gross Tonnage (GT) and Draft (Meters)
  • Number of passengers and crew onboard
  • Berth allocation confirmation number or agent clearance code

2. Mandatory Pilotage & Tug Assist Regulations

Under Monegasque Maritime Code (Livre II - Police des Ports), pilotage is strictly compulsory for:

  • Any motor or sailing vessel whose overall length exceeds 100 meters.
  • Any vessel with a gross tonnage exceeding 1,000 GT.
  • Vessels carrying hazardous bunker substances or operating with compromised propulsion.

The pilot will embark at the designated pilot station positioned 1.0 nautical mile East-Southeast of the jetée Luccioni. Certified Monegasque tugs operate 24/7 out of Quai Jean-Charles Rey.

3. Shore Power and Environmental Standards (SEA Index Compliance)

To reduce quayside nitrogen oxide and carbon emissions, Port Hercule strictly enforces a cold-ironing policy. Vessels berthed at Quai des États-Unis, Quai Rainier III, and Quai l'Hirondelle must shut down auxiliary diesel generators within two hours of all-fast mooring and connect to the municipal high-voltage shore connection (HVSC) grid, which delivers up to 11kV/50Hz.

Wastewater & Bunkering Controls

Discharge of untreated blackwater or bilge water is punishable by severe maritime fines up to €250,000. All quays are fitted with automated vacuum suction grey/blackwater manifolds connected directly to the Monegasque subterranean water treatment facility under the Rocher.

4. Securing High-Season Berths (Grand Prix & Yacht Show)

Demand for berths during the historic Monaco Grand Prix (May) and the Monaco Yacht Show (September) exceeds capacity by over 400%. Applications for seasonal berths must be filed directly through certified Monegasque maritime brokers or the Société d'Exploitation des Ports de Monaco (SEPM) at least eight months in advance.
